SCOPE OF WORKS
The Wonthaggi Hospital’s new Cancer Care Centre is a modern treatment centre that provides nine chairs and three consulting rooms for treatment for cancer patients in a rapidly growing part of regional Victoria.
It has been designed to be a soothing and calm environment, and features expansive glass and light, providing sweeping views across bushland and toward the coast. A steel and timber deck, with fixed seating and easy access from the main room, allows patients an opportunity to recover in a natural environment.
The design is a stunning departure from the old and dated original hospital building, and uses dramatically contrasting materials such as VITRA Panel Cladding in a dark finish, and highly polished feature downpipes to create a visual impact. The shape of the building utilises a sawtooth frontage which provides both an outlook from the inside, whilst still providing an element of privacy from the outside.
Internally the building has been finished to the highest clinical standards, using contrasting flooring colours to delineate treatment bays without closing in the space. A central light well brings sun flooding into the area, aiding in the wellbeing of the patients and staff, and creating a visual break in the open ceiling

In particular, management of workers, suppliers and sub-contractors is first rate, leading to the best finishes by the most skilled and trained workers.
The facility will encounter heavy traffic and constant usage. TS Constructions ensured that every aspect of the build was first class and met or exceeded the expectations of the stakeholders and will be usable and durable for a long period of time.

PROJECT MANAGEMENT
TS Constructions has developed a project management system accredited to international standard ISO 9001. The management system for the Wonthaggi Chemotherapy Centre project addressed all significant criteria by the following processes and strategies;
- Trevor Bowler, a Director of the company, was appointed Project Director and was responsible for all aspects of the planning and execution of the project
- Shaun Wood, an experienced Site Manager, was appointed to the project to oversee day-to-day works.
- A detailed project plan was developed and tracked to using Microsoft Project that outlined significant tasks and milestones and allocated responsibilities.
- An Environmental Management Plan and a Site-Specific Occupational Health & Safety Plan was developed for the project. This took into account site conditions and work practices required to complete the project, including COVID safe practices and helicopter landing issues
- Regular site meetings were held to report on progress to the client and work through any issues that arose during the build. Many of these were undertaken remotely, using teleconferencing software solution and project management solutions
Key construction tasks were identified and scheduled with consideration as to site management, OHS and building industry best practice to ensure a smooth and trouble-free workplace and construction process.
The client encouraged local trades involvement in the project both from a community and from and environmental impact point of view. TS Constructions utilised key trades primarily from the local region.

VALUE FOR MONEY
The process called for a fixed price tender and TS Constructions compiled a submission that combined a competitive price along with an effective, quality finished product in a time frame that was appropriate for the hospital and scope of works. As part of their internal competitive tender process, TS Constructions selectively requested quotes from a pre-qualified pool of experienced and qualified trades and suppliers. Each submission was carefully analysed against a matrix of experience, skill and price.
TS Construction worked closely with the architect and the hospital to maximise the outcomes for all. At the initial construction stage, opportunities to modify the stormwater and sewer design, as well as favourable latent conditions, released additional funds that were then reinvested into additional cladding works on the old treatment rooms to integrate the extension with the existing building.
The finished buildings represent outstanding value for money. The finishes and inclusions that were required by the client were of a high standard, and were delivered in an exceptional manner

Although the contract price was exceeded due to variations all variations were a result of client-initiated changes, many of which will aid in the management of patients and improve their wellbeing in intangible ways.

SITE MANAGEMENT
The facility had to continue operating throughout the construction period, which included COVID lockdowns and regular emergency helicopter landings. As a medical facility, infection control was critical and required all workers to abide by stringent controls. Compounding the issue was the close proximity of the hospital helicopter pad. The downdraft from landings and take offs had the potential to cause significant damage, injury and dislocation of unsecured items. A site-specific helicopter procedure was developed in conjunction with key stakeholders at the hospital and enacted at each occasion.
TS Constructions has worked extensively in hospital environments in the past and have effective management process in place. The project had the potential to be a significant intrusion on the hospital community and required thoughtful site management by TS Constructions.
TS Constructions has an integrated Site Management System that has been accredited to, and complies with, ISO 9001 (Quality Assurance), AS/NZS 4801(Occupational Health & Safety) and ISO 14001 (Environmental Management). The Quality, Safety & Environment (QSE) Manual is an overarching document that is used to manage the business processes behind the project. The Site-Specific Safety & Environment Plan is used to manage day-to-day site activities.
