WONTHAGGI CFA - 2014 Master Builders Regional Building Awards
( Excellence In Construction of Commercial Buildings $1m - $3m )
SCOPE OF WORKS
TS Constructions were the successful tenderer in a competitive process undertaken by the CFA as part of their 2012 capital works program. The brief was to construct a spacious, modern fire station that would meet the needs of the brigade as the town grew. More than just a shed for trucks, the facility had to be able to hold meetings, training and social events, becoming the hub for CFA activities in the region.
Consisting of a spacious, four bay drive-through motor bay and workshop, the station has room to accommodate the vehicles required to protect the district. Workshop facilities, storage and cleaning rooms all contribute to the smooth operations of the station. The volunteers have ample turn out room facilities as well as a large multi-purpose room adjacent to a kitchen, ideal for training, meetings and other brigade needs. Multiple offices are provided, not just for the local brigade but also to accommodate Group Operation’s needs.
The brigade has contributed to the complex with the addition of a timber framed undercover area and BBQ, perfect for post training gatherings and an opportunity for the volunteers to relax and socialise.
The site was a relatively flat greenfield site, with remnant native vegetation in parts. TS Constructions was responsible for total construction from start to finish and managed a large team of their own workers and carefully selected, local subcontractors and suppliers

QUALITY OF CONSTRUCTION
The finish provided to the Brigade by TS Constructions and their workers, sub-contractors and suppliers was first rate. The station was designed and completed to handle the punishment of a large number of people rapidly arriving and deploying. With minimal maintenance the building will remain a good looking asset for years to come.
Externally a mixture of construction materials was utilised. The building is long and low, with blockwork anchoring it to the environment. Low maintenance was a requirement, with aluminium windows and Colorbond cladding finishing the design off.
The internal finishes were selected to meet the needs of each individual component. Flooring consisted of carpet finishes, vinyl (both regular and slip resistant for change areas) and two pack epoxy flooring. Walls were plastered in office areas with vinyl wall claddings in selected storage areas. In the main motor room a yellow tongue particle board lining was used to create both visual interest and a durable surface. Selected areas received anodised aluminium coved skirting, again for durability and visual impact.

PROJECT MANAGEMENT
TS Constructions has developed a project management system accredited to international standard ISO 9001. The management system for the Wonthaggi CFA Station addressed key criteria by the following processes and strategies;
The project was completed in time and within an acceptable budget, with the CFA indicating via the feedback process that they were happy with TS Constructions and would utilise their services in the future.
- Mal Lindsay, a Director of the company, was appointed Project Manager and was responsible for all aspects of the planning and execution of the project
- The Project Manager was the key point of contact in all interactions with the client.
- A detailed project plan was developed and tracked to using Microsoft Project that outlined significant tasks and milestones and allocated responsibilities.
- An Environmental Management Plan and a Site Specific Occupational Health & Safety Plan was developed for the project. This took into account site conditions and work practices required to complete the project.
- Ongoing project management was undertaken using an enterprise resource planning (ERP) program called Constructor, which managed the financial transactions associated with the life of the project.
- Weekly Directors meetings were utilised to report and analyse performance in a constructive and robust manner.
- Regular site meetings were held to report on progress to the client and work through any issues that arose during the build.
- All correspondence was confirmed in writing, with copies kept both in hard and soft formats.
The project was completed in time and within an acceptable budget, with the CFA indicating via the feedback process that they were happy with TS Constructions and would utilise their services in the future.
VALUE FOR MONEY

INNOVATION
The Wonthaggi CFA has been designed and built with consideration to the future demand that will be placed on it as the town grows, with multiple rooms designed and constructed for both local brigade use and by use of the wider CFA organisation.

- A Programmable Logic Control (PLC) system has been installed. When a call out page is issued for the station, the PLC system automatically unlocks doors, open gates, turns on lights and fans and generally prepares the building for the arrival of the volunteers, saving precious time in an emergency situation.
- At the same time a display unit with count up clock is initiated, showing volunteers exactly who else is responding to the event and providing them with a print out of a map with location of fire plugs marked.
SITE MANAGEMENT
As a greenfield site, the management of the construction process was relatively straightforward. TS Constructions had full control of a closed site and, unlike many of their other projects, did not have to contend with existing users requiring access around the building.
The TS Constructions has an integrated Site Management System that has been accredited to and complies with ISO 9001 (Quality Assurance), AS/NZS 4801(Occupational Health & Safety) and ISO 14001 (Environmental Management). The Quality, Safety & Environment (QSE) Manual is an overarching document that is used to manage the business processes behind the project. The Site Specific Safety & Environment Plan is used to manage day-to-day site activities.
The Site Safety & Environment Plan contains all processes and forms needed to run a safe, secure and sustainable worksite, including;
The Project Manager plans and is responsible for the smooth flow of contractors and workers and must manage them in a way that minimises trade conflicts whilst acknowledging the need to keep work flowing.
Fortnightly site meetings were held with all key stakeholders present. Detailed information was documented, minuted and issued to all parties, with comprehensive action lists created.
The site posed very few problems for the construction schedule apart from a stormwater drain that could not be connected immediately due to ownership issues on the adjoining land. The project team constructed a pit and had to ensure it was regularly pumped during significant rainfall.
